The Bolivar name has Cuban roots stretching back to 1901, but the Cofradia line is an entirely distinct, American-market creation built and owned by General Cigar Company. The blend was developed by Estélo Padrón — not to be confused with the Padrón family of Padrón Cigars — who served as production manager at General Cigar's HATSA (Honduran-American Tobacco S.A.) factory in Honduras. Padrón drew inspiration from the bold, earthy character associated with the Cuban Bolívar marca and set out to approximate that profile using New World leaf. The Cofradia No. 654 first appeared in the late 1980s and has remained in General Cigar's portfolio since.
Construction follows a classic Honduran factory formula: an Ecuadorian Sumatra-seed natural wrapper over a Connecticut Broadleaf binder, with a filler blend of Nicaraguan and Honduran tobaccos. The result is a full-bodied, spicy, and notably earthy cigar that punches well above its price point — a characteristic that has kept it popular with value-conscious aficionados who prefer strength over subtlety.
It bears repeating that this line shares nothing beyond a name with the Cuban Bolívar marca produced by Habanos S.A. in Havana. The Cuban Bolívar is a separate, independently heritage-registered brand. The Cofradia is a General Cigar product, made in Honduras, designed for the US market — related in inspiration and name only.
